(Anita) The CAM School District and a former teacher are being sued in federal court by a former elementary student.
The lawsuit claim’s the school’s principal and superintendent knew a former teacher abused girls and failed to report it. The unnamed girl, a student up to 2011 at Anita Elementary, and her mother claim she was also a victim of abuse.
On September 4th, 65-year-old William Glenn Foulkes, a former CAM School District teacher entered a guilty plea to counts 2 and 3, Sexual Exploitation by a Counselor, Therapist or School Employee. In return, counts 4 through 50 were dismissed. In October, Foulkes, pleaded guilty to sexual exploitation of a minor.
Foulkes was sentenced to two years in prison and a $625 fine on count 2 and two years in prison and a fine of $625 on count 3, with the sentences to be served consecutively. The judge then suspended the sentence and placed Foulkes on supervised probation. Foulkes was ordered to reside at a residential facility, complete the sex offender program, submit a DNA sample and pay victim restitution and court costs. Foulkes was allowed to remain free pending available bed space.
The law suit filed on Monday claims Principal Larry Hunt and Superintendent Steve Pelzer knew about Foulkes behavior but allowed him to resign in November, 2010. Foulkes wasn’t charged until March, 2012.
Steve Pelzer refused to comment on the lawsuit because he had not seen it yet.
